Martin Kpebu, a member of the anti-corruption team Operation Recover All Loot (ORA) has criticised the Special Prosecutor Kissi Agyebeng, accusing him of failing to act decisively in high-profile corruption matters.
Taking to social media on Wednesday, November 5, 2025, Kpebu said the Special Prosecutor Kissi Agyebeng failed to alert ORAL or relevant security agencies when former Finance Minister Ken Ofori-Atta allegedly attempted to leave the country.
He argued that such inaction amounted to a betrayal of the public trust.
According to him, the Special Prosecutor had access to security contacts who could have acted swiftly if alerted per his recent utterances.
Kpebu referenced earlier public commentary by political scientist Prof Ransford Gyampo, saying recent developments proved Gyampo right in questioning whether Agyebeng acted as “the conscience of the nation.”

“Prof Gyampo was right when he said Kissi Agyebeng is not the conscience of the nation. ORAL was working when Ken Ofori-Atta left, yet Kissi Agyebeng didn't see fit to blow the whistle to ORAL that KOA was about to flee. ORAL had security capos who could help.
“No press conference either. And you think you have a Special Prosecutor? Walahi, we are finished but before that, Kissi must leave that office first.”
He suggested that the incident was only “a tip of the iceberg,” alleging that the Special Prosecutor engaged in even more troubling conduct that would eventually come to light.
Kpebu also invoked the constitutional principles of accountability and sovereignty, arguing that a Special Prosecutor must demonstrate courage and independence in the fight against corruption.
“You betray the people of Ghana like this and expect to stay on? What happens to the Constitution the sovereignty of the people in the preamble, Articles 1, 35 and 125? This is why the nation applauded when Martin Amidu blew the whistle on interference in the Agyapa deal,” he said.
He questioned why Agyebeng did not feel encouraged by the “air of liberation” after the recent elections to disclose wrongdoing if he had evidence of interference or misconduct.
“The Office of the Special Prosecutor is not for timorous souls. Bold spirits are what we need,” he stressed.
