Law school registrar contradicts her boss

Registrar of the Ghana Law School, Linda Doku, on Wednesday told the fact finding committee investigating allegations of wrongdoings against the director of the Ghana Law School that she registered the director?s daughter for the post law course she took last year.

Linda Doku?s evidence contradicts Kwaku Ansah Asare?s earlier statement to the committee that Irene Ansah Asare, was registered by someone else because the Registrar was on leave at the time.

She was giving evidence before the committee investigating Mr Ansah Asare on charges of corruption and conflict of interest.

Linda Doku told the committee that she completed all the necessary registration formalities for the successful applicants of the 2004-second phase post law course before going on leave.

She said she took her leave on August 23 and resumed duties on September 24. That particular post law course started in July.

Mr. Ansah Asare told the fact-finding committee last week that Mrs. Sandra Cofie registered his daughter because the registrar was on leave.

This was during his cross-examination of Maxwell Opoku Agyeman, a senior lecturer of the law school.

Mr. Opoku Agyeman had alleged that Ms. Irene Ansah Asare did not have the requisite qualification when she enrolled for the course.

He also alleged that there was no record on her enrolment as well as information on her paying school fee.

Mrs. Linda Doku informed the committee that she was aware Irene Ansah Asare?s documents had disappeared last year but confirmed that they were found in the director?s office last week.

The registrar in her subsequent evidence to the committee said the director of the Law School submits scripts of students of the school to the General Legal Council but could not tell whether a covering letter was attached.

She could also not tell the exact date the last scripts were forwarded to the General Legal Council.

The committee at its sitting on Tuesday asked Mrs. Doku to present some documents to it but she refused to oblige.

The documents included library records and an inventory register of the law school stores.

She explained that the library records were bulky.

She said the inventory register could not be produced because the officer in charge, Peter Worglo was not at post.

At this stage Mr. Peter Worglo was called and he told the committee that he had no such records since he was not given one when he assumed temporary responsibility of the stores.

The committee chairman castigated the registrar for what the committee considered her lack of cooperation.

They questioned why as head of administration of the law school she couldn?t provide such basic records such as an inventory register.

The acting chief accountant of the law school given evidence before the committee said the chief accountant still signs cheques even though he is supposed to be on a 21 months leave.

Meanwhile, the registrar of the law school says she will no longer appear before the fact-finding committee.

Linda Doku has petitioned the general legal council saying the committee members intimidated her when she appeared before them today and yesterday.

In a letter written to four members of the committee, Mrs. Doku said their style of questioning when she appeared before the committee amounted to harassment and intimidation.

The registrar failed to appear before the committee when it resumed sitting this afternoon.

But a member of the committee told journalists covering the hearings that the registrar?s accusations were misplaced.

Mr. Tettey Mensah said the committee chairman would meet the Chief Justice to resolve any differences so that the committee?s work would proceed as expected.

He said such letters would not cow the committee and that it was in the interest of all witnesses to cooperate with the committee.

Mr. Mensah said if none of the witnesses had anything to hide they should be bold enough to appear before the committee.

Mr. Ansah Asare has also written to the General Legal Council protesting against the conduct of Committee. He says the members are biased against him.

Two other accounts staff testified before the committee on Wednesday. Hearing continues on Thursday.
