The hurriedly reconvened parliament in Ghana has rejected a proposal by its Business Committee to consider the Value Added Tax (VAT) Act upon a certificate of urgency.
The Majority Leader, Mr J.H. Owusu-Acheampong had indicated in his first business statement for the second meeting of the Third Session which began in Accra that the amendment should be considered upon certificate of urgency due to the crucial and urgent nature of the issues. He said in view of the hardships and suffering which the implementation of the VAT had brought to the people, there should be no delay in considering the bill.
Members were, however of contrary view. Mr Austin A. Gamey (NDC-North Tongu) said much as he saw wisdom in passing the Amendment Bill upon certificate of urgency, "the public should be given the opportunity to present whatever views they have on it". He therefore, craved the indulgence of the House to examine the alternative critically and give the public enough time to be able to contribute to the bill.
Other members who spoke against the certificate of urgency included Mr L.A Buertey (NDC - Ada) and Squadron Leader C.M.K.Sowu (NDC - Anlo).
In his ruling, the Speaker of the House, Justice D F Annan agreed with the members sentiments and said that he will laiaise with the committee for the discussion of the bill.
