Manual launched to ensure effective memorandum draft

Accra, June 12, GNA- A Manual to provide Ministries, Department and Agencies (MDAs) with guidelines on effective memorandum writing was on Tuesday launched in Accra.

The 58-page book provides in-depth papers on policy analysis, writing and submission of memorandum and impact assessment for a comprehensive draft before consideration by Cabinet.

Mr. Frank Mpare, Secretary to Cabinet explained that the Manual would ensure that proposals presented to Cabinet were comprehensive and reflected the contribution of all relevant stakeholders. He said cabinet often noted that some memoranda presented to them needed further analysis that would make implementation of certain decisions easier for Government.

" The manual will help prevent the situation when Cabinet would have to send drafts presented to them back to the MDAs, to further analyse it and then re-submit it for implementation," he added.

Mr. Archie Book, Director of Development and Counsellor, Institute of Public Administration of Canada, implementers of the Ghana Central Governance Project aimed at strengthening decision-making policy process in the country said the manual sought to identify and monitor specific challenges in policy implementation. He expressed the hope that the manual would enable MDAs to present comprehensive memorandum that would influence cabinet decision and encourage better priority setting and accountability in decision-making processes.

Mr E.M Debrah, Chairman of the Civil Service Council urged the heads of MDAs to be always sincere with Government on issues pertaining to their respective fields.
