Martin Kpebu is a legal practitioner
Private legal practitioner Martin Kpebu has provided details on why he was invited by the Office of the Special Prosecutor (OSP) for questioning.
According to him, he is not being investigated for any offence; rather, he was invited to provide evidence regarding some comments he made about the OSP.

Speaking on JoyNews on November 19, 2025, Kpebu indicated that his invitation was intended to help in the fight against corruption.
“To be clear, I'm not being investigated for any offense at all but rather, I've made some comments, which he says I should come and clarify. Putting it bluntly means they want some evidence to back that, to help the corruption fight,” he said.
Kpebu explained that one of the comments he made alleged that the Special Prosecutor, Kissi Agyebeng, allowed former Finance Minister Ken Ofori-Atta to leave Ghana for the United States despite an ongoing investigation into financial irregularities during his tenure under the Akufo-Addo administration.
He stated that he had also called for the OSP to resign.
“So, what are those comments I made? Number one, that's the most salient, and that is by now the special prosecutor himself, the OSP, should have resigned. That is the fact that he finally came to confess, I think on the 5th of November, that before Ofori-Atta traveled, he, Kissi Agyebeng, intercepted the letter Ofori-Atta wrote to both the incoming chief of staff and the outgoing one.
“He said he intercepted the letter, then he ran to NIB, National Security, and to immigration and didn't get help. This is a big indictment on these institutions. We'll come to that. That's a separate argument but worst of all, it didn't occur to him that he should blow the whistle, that is, to inform the people of Ghana through a presser, through a press conference,” he stated.
Kpebu, who is also a prominent public commentator, had recently questioned the impartiality of the OSP during an appearance on TV3, suggesting that certain officials were undermining the institution’s mandate and enabling Ofori-Atta to evade accountability.
Background
Reacting to the OSP’s October 30, 2025 press conference, which provided an update on its investigations into Ken Ofori-Atta and others regarding the SML contract, Kpebu argued that the OSP’s actions were insufficient and belated.
“It's a bit too little, too late because the main point still remains that he sat at the back and allowed Ofori-Atta to flee. I mean, that is the matter that OSP has to pay dearly for it because you sleep on the job and the suspect runs away, now you come with press conference upon press conference,” Kpebu earlier said.
According to Kpebu, the OSP has been “fooling” the public with its press conferences on Ofori-Atta, even though it watched on as the former minister left the country.
“It's lost a lot of trust. I don't know what he is going to do to reduce this. Ofori-Atta was walking here… To have sat down from December 2023 to December 2024 for NDC to win this election and then in January 2025, for Ofori-Atta to flee, and now you come and say you will do this, it doesn't cut (sic). It doesn't cut it.

“I feel like we've been fooled. The more this topic comes up, the more it beggars belief that OSP sat down and Ofori-Atta fled. Even if we eventually go and get Ofori-Atta, the trust that is eroded will never be restored because just as OSP sat as a duck, slept on the job, and then Ofori-Atta fled. So, all these things I’m not enthused,” he earlier lamented.
