Executive Director for the National Commission for Civic Education, Josephine Nkrumah has complained bitterly about how inadequately resourced her organization is, in fact, according to her, the NCCE currently is the most neglected government institution in the country.
She expressed deep worry about the manner in which government has failed to provide the commission with adequate resources in order for them to render effective education to the populace.
The 1992 Constitution gives legal backing to the National Commission for Civic Education (NCCE), among other functions to formulate, implement and oversee programmes intended to inculcate in citizens their awareness of civic responsibilities and an appreciation of their rights and obligations as free people.
But Madam Josephine who appeared before the Public Accounts Committee on April 18, informed the members that their efficiency as a commission is so far limited due to the delay or sometimes lack of funds to run the organization
Touching on the issue of NCCE being often blamed for lack of education on key national policies and events, she lamented over the shortage of vehicles at various district offices to perform day-to-day official field duties
“We are woefully inadequately resourced. As we speak, just for the sake of talking about vehicles that enables us to penetrate on the field to engage and enlighten people. We have almost 260 district offices but as we speak we have 132 vehicles and out of the 132 vehicles, over 60% of them are over 12 years old. So even the running cost of maintaining those vehicles is an entirely different challenge for us. We find ourselves battling with the most ordinary of things. This year for instance our district and regional offices have not received any funds from the government of Ghana. How do we expect them to work? And yet at the end of every month we are paid” she detailed
The NCCE boss went on further to note that there’s the need for the commission to reorient minds of people at all levels through education to ensure sustainable development but sadly, it appears government does prioritise the agency enough to drive such course.
