A former Executive Director of the National Service Authority (NSA), Osei Assibey Antwi, has been placed on the Ghana Immigration Service stop list, barring him from leaving the country until the final determination of his criminal case.

This formed part of his bail conditions, which included a GH¢800 million bail bond set by the High Court in Accra, with six sureties required to provide landed properties equivalent to the bail amount as security.

Assibey Antwi was granted bail after he pleaded not guilty to 14 counts of financial crimes, including charges of causing financial loss, stealing, and money laundering amounting to more than GH¢1.5 billion.

The presiding judge, Justice Kizita Naa Koowa Quarshie, also directed the accused to deposit all passports with the Court Registry and report to the Police Headquarters on the first and third Wednesdays of every month as part of the bail conditions.

The court has also directed the prosecution to file all disclosures, with the case scheduled to continue on December 2, 2025, at 9:00 AM.

Assibey Antwi is accused of misappropriating public funds during his tenure in office between August 2021 and February 2025.

According to the Attorney General, between August 2021 and February 2025, Antwi allegedly authorised payments of GH¢500.86 million in allowances to over 60,000 non-existent (ghost) national service personnel.
