The Normalization Committee has rejected an appeal by Wilfred Osei Kwaku over his qualification from the upcoming GFA elections.
The NC in statement said it rejected the appeal on grounds that it was filed at a time later than the window permitted.
"We regret to inform you that based on the above listed documents received before the deadline, your appeal was unsuccessful."
Palmer is expected to head to the Court of Arbitration for Sports to fight the case with the hope that he will get a favourable ruling.
Palmer was disqualified for breaching articles on ethics and failure to make mandatory payments.
