Photo ID card not substitute for voters register

WA, Ghana, October 27 -- Mr Kwame Boateng, Upper West Regional Director of the Electoral Commission has said the photo identity cards are intended to facilitate the voting process and not to serve as substitute for the voters register.

Speaking to the GNA at Wa on Tuesday he pointed out that the voters register supersedes any other document for the purposes of the elections and there should be no furore on who is qualified to vote.

"No law prevents anybody without photo ID card from voting if that fellow proves to be a registered voter at a particular polling station". Mr Boateng called on polling agents who want to transfer their votes to stations where they would monitor the elections for the political parties to apply to do so.

This concession will, however, end three weeks to polling day, he added. In order to check multiple voting and impersonation, he advised political parties to use agents who have adequate knowledge of the community and the people of the various polling stations.

He reiterated that voters who have not yet changed their thumbprint ID cards for photo ones could only do so at the district offices of the commission. Once the exercise has ended in a community the electoral commission has no mandate to go back there for the same purpose unless directed by law, he stated.
