1. ECOWAS LEADERS MEET IN ACCRA – PG. 20

The paper reports that, a one-day meeting of some Heads of State and Government of the ECOWAS opens in Accra today.

Official statement issued in Accra said, top on the agenda of the meeting is the general security situation in the sub-region with special focus on La Cote d’Ivoire and Liberia.

2. NO JUDGE IS ABOVE LAW… SAYS CHIEF JUSTICE. – PGS. 1 & 3

Mr Justice George K. Acquah, Chief Justice, yesterday described as erroneous, untenable and unconstitutional, the perception that judges and other officers responsible for the administration of justice are above the law and can manipulate the machinery of justice under the cloak of judicial immunity.


The Chief Justice, said this at the inauguration of the Petitions and Complaints Unit of the Judicial Service in Accra.


The Vice President, Alhaji Alui Mahama, performed the inaugural ceremony.


The unit which will be opened to members of the general public will investigate complaints of corruption, bribery, delays, unfair treatment, injustices and other complaint brought against members of the bench and judicial staff for necessary action.

3. SPIO-GARBRAH COMMENDS GOVERNMENT’S ICT POLICY. – PGS. 1 & 3

Mr. Ekow Spio-Garbrah, Chief Executive Officer (CEO) of the Commonwealth Telecommunication Organisation (CTO), had commended the government for launching an Information, Communication and Technology (ICT) framework policy intended to use knowledge and information based strategies to leapfrog Ghana’s development.


He said the government’s programme to provide radio telephone network in the rural areas and make Internet facilities accessible to rural communities was a step in the right direction.


He gave the commendation when he called on President Kufuor at the Castle, Osu yesterday.


He expressed his deep appreciation to President Kufuor for endorsing, his appointment as the CEO of CTO.

4. MILITARY LAUDED FOR SUSTAINING DEMOCRACY – PG. 21

Dr Kwame Addo-Kufuor, Minister for Defence, has stated that discipline and dedication among the military has contributed to sustainable democratic process in the country.


He said with this confidence in the process, the military has now positioned itself to support and defend the constitution of the country.


He was opening a two-week international workshop for disarmament, demobilization and re-integration (DDR) at the Kofi Annan International Peace-Keeping Training Centre in Accra yesterday.

He lauded the Ghanaian military for its contributions to peace support operations worldwide.


He commended Germany, United Kingdom, the Netherlands, USA and France for their continued support and encouragement.

1. US FIRM STUDIES ENERGY SECTOR – PG. 1


According to the paper, a delegation from General Electric and Medical Systems, one of the foremost players in the global energy sector, yesterday called on President Kufuor at the Castle, Osu.


The delegation led by Mr. Marc Saperstein, Vice President of the company discussed their possible involvement in power generation and the supply of medical equipment with the President.


“Also at the Castle was a delegation from the USA led by Mr. Jim Harmon, a former president and chief executive officer of the Exim Bank to deliberate on the country’s investment policies.


President Yoweri Museveni of Uganda also sent a special message to President Kufuor at the Castle, Osu.


The message was delivered by that country’s Prime Miniter, Professor Apolo Nsibambi.

2. PACMM CONGRESS OPENS – PG. 3

According to the paper, the fifth Pan African Committee of Military Medicine (PACMM) congress opened in Accra yesterday.


The three-day congress which has brought together military medical practitioners from all over Africa, has the theme, “Challenges of Military Medicine in Africa”.


Topics being discussed include trauma management, substance abuse, control of HIV/AIDS among troops, bio-terrorism, medical involvement in the field and barracks, tuberculosis and diabetes among others.

3. WENCHI TOMATO FACTORY BEGINS TRIAL PRODUCTION – PG. 8

According to the paper, the re-activated Tomato Factory at Wenchi in Brong Ahafo currently on trial production, processed 50 tons of tomatoes a day.

Mr. Godwin Anang, Production Manager of the factory, disclosed this when conducting Mr. Stephen Asamoah-Boateng, Deputy Minister for Information, who is on a week’s tour of the region round the various sections of the factory.


He said that Afrique Link, German Development Cooperation (GTZ), Unilever Ghana Limited and Wenchi District Assembly were running the administration and technical aspects of the rehabilitation of the factory.

TONY AIDOO THROWN OUT OF GHANA LAW SCHOOL - PG. 1 & BK. PG.


Credible information reaching the paper indicate that former Deputy Defence Minister, in the NDC regime, Dr. Tony Aidoo, has been sacked from his professional law part I class at the Ghana School of Law.


The Post-Graduate Law Diploma that the former Deputy Minister brought from England is questionable.


The official position according to the paper is that, he did not gain the required marks in one of the seven core subjects, Criminal Law. Besides, there are serious doubts on the legitimacy of the qualification.

1. GHANA PALAVER INTELLIGENCE IS IT TRUE THAT … – PGS. 1 & 5


The paper’s intelligence is skeptical about what it describes as a fraudulent scandal by the Member Parliament for Odotobri constituency, Hon. S. Nkrumah Gyimah.


It therefore questions whether or not it is true that the Honourable MP fraudulently forged and increased the insurance premium on his Vento vehicle from ?30 million to ?120 million after the vehicle was involved in an accident, and put in a fraudulent insurance claim for the increased amount from Providence Insurance Company and that Senior Minister J.H. Mensah and the Attorney-General are working hard to kill the case entirely.

ON MURDER OF JUDGES & R’TD ARMY OFFICER …KOJO TSIKATA AGREES TO TESTIFY AT NRC – PG. 1 – BK. PG.


The paper reports that, the NRC has subpoenaed Captain (RTD) Kojo Tsikata and he has accepted to appear and testify before it.


The invitation by the NRC is in respect of the abduction and murder of the three High Court Judges – Justice Cecilia Koranteng Addo, Fred Sarkodie, Kwadwo Adjei Agyepong and a retired army officer, Major (Rtd) Sam Acquah on June 30, 1982.

APRAKU IN FRANCE – PG. 1

Dr. Kofi Konadu Apraku is in France to attend the G8 Enlarged Dialogue taking place in Paris.


The meeting would consider means of making effective contribution to the socio-economic development in Africa.


According to the paper, the meeting would probably be the last G-8 forum before the US takes over the mandate from France.

NDC CANNOT SURVIVE WITHOUT RAWLINGS – NYAHO – PGS. 1 & 3


According to the paper, leading member of the NPP, Dr. Nyaho Tamakloe, has said, the NDC would not survive the 2004 elections without its founder ex-President Rawlings.


“I have said time and again that the NDC is not a political party because the party is formed around a particular individual and that individual is no other person than Mr. Rawlings. NDC without Rawlings is no party and there is no way that the party will survive without him” he said.


“Indeed, it is crystal clear that in the election of the flagbearer during their recent delegates congress, it was Rawlings who carried Prof. Mills on his shoulders against Dr. Kwesi Botchwey.


Dr. Nyaho was speaking in an interview with the paper in Accra.

ALLEGED TOGOLESE ASSASSIN NICKED IN GHANA – PG. 5


The paper reports that, a joint Ghanaian-Togolese Police Team in the early hours of Sunday arrested a Togolese national, who attempted to assassinate a top functionary of President Eyadema’s Government in Togo and took refuge in Accra.


The attempted assassin, Barry Altine, 24, on October 24, this year stabbed Mousier Moussa Barry barque, 60, at his home and escaped to Ghana.

Monsieur Barque, who is in a critical condition, has since been flown to Paris, France for medical attention.


David Asante-Apeatu, Director of the CID in Ghana told the GNA that the Police located Altine following a tip-off.


He said a joint Ghanaian and Togolese Police team went to apprehend Altine from his hideout at Mataheko in Accra between 0400 hrs. and 0500 hrs.


He said Altine removed a louver blade and wounded one of the officers and attempted to take his life by stabbing himself in the stomach.


He was rushed to the 37 Military Hospital, where an emergency surgery was performed on him.
