Minister of State in charge of Government Communications, Felix Kwakye Ofosu, briefed the public at the Government Accountability Series on Wednesday, March 3, 2026, on the revocation of public sector appointments, recruitments, and promotions made in the final days of the Nana Addo Dankwa Akufo-Addo administration.

The revocations follow concerns that the outgoing administration rushed a wave of appointments between the December 7, 2024, elections and the January 7, 2025, inauguration.

The Mahama government said it had written to the Akufo-Addo administration requesting a joint review of appointments being made during the transition period, but the request was ignored.

Upon taking office, the Chief of Staff Julius Debrah issued a directive ordering all institutions to revoke appointments made after December 7, 2024, an order that attracted criticisms.

To ensure fairness and accountability, a presidential committee was established to examine appointments on an institution-by-institution basis, separating those that complied with procedures from those that did not.



Revoked appointments

Kwakye Ofosu explained that 541 recruitments, appointments, and promotions were revoked for failing to comply with due process.

The committee examined the appointments made during the transition period after the 2024 general elections, following the revocation of 2,080 appointments over concerns that the Akufo-Addo administration had bypassed established civil service recruitment procedures.

"The recruitments, appointments, and promotions revoked were made in clear breach of procedures and directives issued during the transition period and did not comply with the regulatory framework", he stated.

Upheld appointments

He noted that 1,201 appointments were maintained because they met required procedural standards.

According to him, the upheld appointments were those that complied with established procedures and where letters had been issued before December 7, 2024, meeting a compliance pass mark of 80 per cent or above.

Consideration for persons with disabilities

Kwakye Ofosu stated that 338 appointments of persons with disabilities were upheld to prevent undue hardship, particularly within the Ghana Education Service.

“Because of their peculiar situation and the hardship that could be imposed, they were given some clemency to remain in the public service. Individuals affected have been allowed to regularize their appointments and continue earning an income", he noted.

Committee review process

The Minister of State in charge of Government Communications stated that reviewed documentation including vacancy declarations, advertisements, approved schemes of service, technical clearances, and appointment letters.

He indicated that interviews were conducted with officers from 43 institutions, including Ghana Revenue Authority, Electoral Commission, National Health Insurance Authority, and several ministries and agencies.

Of the 36 institutions that appeared, 28 had started recruitment before December 7, 2024, so, 13 voluntarily revoked appointments, and 17 sought guidance from the Office of the President.

Purpose and accountability

Kwakye Ofosu said the revocation of the appointments were aimed at upholding due process and the rule of law, and not politically motivated.

“There was no political motive beyond the desire to uphold due process and ensure compliance with the rules and proper procedures governing such recruitments and appointments", he remarked.

Criticisms of Akufo-Addo led government

Kwakye Ofosu criticised the previous administration for knowingly pushing through non-compliant appointments.

"The previous government was fully aware that basic requirements were not met in those cases and still went ahead to sanction them. The exercise was carried out without malice or ill-feeling towards anyone and was a necessary step to uphold the rule of law and ensure accountability", he noted.
