1. SHAKE-UP AT NSAWAM PRISONS – PGS. 1 & 3

According to the paper, two senior prison officers at the Nsawam Medium Prisons have been interdicted due to laxity in security at the place.

They are Superintendent Felix Yeboah, Assistant Director of Prison in charge and Superintendent Victor Agbelengbor, in whose office Kwame Peprah and Ibrahim Adam and a lady visitor were allegedly found coaching the jailed murderer, Charles Quansah, with photographs of some members of the government so that he (Quansah) could implicate them in the serial killing of women.

Mr. Thomas Broni, Deputy Minister of the Interior, disclosed this to the paper in Accra yesterday.

According to him, as part of measures to strengthen security at the prison, some senior officers stationed there as well as 300 prisoners have also been transferred.

He, therefore, described as unfortunate attempts by certain people to single out Kwame Peprah and politicize his transfer from the Nsawam Prisons.

2. GHANA TO EARN $1BN FROM ORGANIC FERTILISER – PGS. 1 & 3

Organic fertilizer, one of the major by-products of the new bio-diesel plant, Jatropha Curcas Plants at Pomadze in the Central Region, is expected to earn the country about $1 billion a year through export when the plant goes into production by the end of the year.

Apart from the export, local farmers will also benefit tremendously because they will have easy access to the organic fertilizer at an affordable price.

Mr. Onua Amoah, Executive Director of the company, announced this at a news briefing in Accra yesterday. According to him, apart from the fertilizer, the company will also produce diesel as substitute for what is imported for vehicles, stationery engines and for electricity generation.

He said the factory was established through his own ingenuity and research.

3. US EMBASSY ASSISTS 20 PROJECTS WITH $75,000 – PG. 20

The paper reports that, the US Embassy in Ghana has donated $75,000 through the Ambassador’s Special Self-Help (SSH) programme and the Democracy and Human Rights Programme (DHRF) to 20 communities and projects to support efforts towards improving the living standards and development of beneficiary communities.

The recipients were drawn from all the 10 regions of the country.

The US Ambassador to Ghana, Mrs. Mary Carlin Yates, who presented the funds to the projects and communities, noted that the essence of the funding is to increase access to such basic needs as health, sanitation and education and that the support enables US government to provide help directly to the projects which are scattered countrywide.

The SSH was initiated in the country in 1990 and so far, grants totalling $1,168,400 have been disbursed.

President Kufuor has said that, the government will not force the proposed divestiture of the Ghana Commercial Bank (GCB) on Ghanaians.

According to him, the government would be ready to wait until such time that the good people of Ghana would come to appreciate the wisdom in what it intended to do.

He was addressing a durbar of chiefs and people of Osu in Accra on the final day of his four-day tour of the Greater Accra Region.

He said it was a good thing that government intended to do “but if the people will continue to show misunderstanding, then we would be ready to wait and hope that at the right time the people would come to appreciate it.”

The President also met the chiefs and people of La and inspected the six-lane dual carriage Kwame Nkrumah Circle –Achimota road.

2. NEW BROADBAND TECHNOLOGY LAUNCHED – PG. 3

Mr. Albert Kan-Dapaah, Communication and Technology Minister, has launched a new broadband communication technology with access to the Internet.

It was developed by Internet Ghana, a leading internet provider in the country.

The service, known as Digital Subscriber Line, (DSL) provides subscribers with a single line multi-media access to the internet.

Through the DSL, schools, offices and homes could benefit from various services such as video conference where individuals could see themselves while talking on the Internet.

3. POLICE FORENSIC LAB NOT IN GOOD SHAPE –IGP – PG. 3.

According to the paper, the only Forensic Science Laboratory of the Ghana Police Service has become a mere shadow of what an actual forensic laboratory should be.

The situation is hampering successful criminal investigations, which often depend highly on forensic science application on exhibits involved in crime.

Nana Owusu-Nsiah, the IGP, disclosed this yesterday during a two-day regional divisional and district crime officers conference in Accra.

He appealed to the Interior Ministry to urgently salvage the police forensic laboratory with appropriate training of staff and equipment to enable it to function professionally as expected.

The paper reports that, the opening of nominations for prospective parliamentary candidates of the opposition NDC in the Ashanti Region is almost 70 days old, yet there are a number of the constituencies where not a single nomination has been filed.

“Chronicle” can report that with barely three weeks left for the close of nominations on August 31, no nomination have been filed in the Bantama, Old Tafo-Suame, Amansie West, Ahafo Ano North and South constituencies.

The current situation is reported to be causing constituency executives a lot of worries plunging them into crisis meeting to map out a strategy to secure viable candidates for the constituencies.

Commenting on the situation, the Regional Party Secretary, Mr. Sly Akakpovie said he was not in the least surprised “In a region where NPP supporters have resorted to threats and massive intimidation of its opponents, we do not expect to have it easy securing candidates for all 33 constituencies.”

He however expressed optimism that “at the end of the day we shall prove them (NPP) wrong and come out with candidates to win most of the seats in the region.”

2. GOVERNMENT’ COMMUNITY MUST HELP RETAIN TEACHERS IN RURAL AREAS – PG. 3

According to the paper, the head of the Public Relations Unit of the GES, Mr. Joseph Kwesi Odom, has called for a concerted effort of the government and community members to help retain teachers in both the urban and rural area schools. He said more teachers are leaving the classrooms to seek greener pastures elsewhere because of the poor conditions of service and the low motivation they receive.

Speaking in an interview with the paper in Accra yesterday, Mr. Adom noted that one of the pressing needs of teachers is accommodation.

“Teachers in the rural areas suffer the more. Those posted to the remotest parts are willing to work but the hardships they go through in finding somewhere to lay their heads leave much to be desired” he said.

3. DIVERSION OF TRANSIT CARGO – 7 IN POLICE DRAGNET….CEPS ESCORT ABANDONS CONVOY – PGS. 1 & 3

The paper reports that, police at Tema have arrested at least seven persons for allegedly diverting 1,100 bags of granulated sugar valued at ?400 million in transit to Mali.

“Chronicle” investigations revealed that on July 7, this year, an articulated truck with registration number GT 4403D driven by Sumaila Seidu was loaded with the quantity of sugar from a customs bonded warehouse of SDV Ghana Ltd. near the Tema Harbour.

The consignee is a Malian from Bamako, with a large consignment of rice and sugar in transit.

Information has it that the vehicle was among about 168 trucks earmarked for the convoy for which CEPS escort was provided.

At about 10 a.m. that day, police intercepted the truck on suspicion that the goods were being smuggled, but upon submission of documents by one Cissoum Ousman, a Malian to claim that the goods were not stolen, the truck was released to go.

Later the police had information that the vehicle was using a false registration number so an all station message was dispatched for the arrest of the driver, its occupants and the detention of the truck.

According to the paper, efforts made at locating the truck with it’s cargo proved futile so an employee of the consignee reported the case to the Tema Regional CID and investigations led to the arrest of the seven whose names are being withheld pending investigations.

Enquiries revealed that the CEPS personnel involved in the escort were settled by the agent before the trip but they rather failed to honour their part of the bargain.

NUGS PITCHES TENT AGAINST AKOMEA – PGS. 1 & 3

The paper reports that, NUGS maintains that contrary to figures released by the Minister for Information in Accra on Tuesday, the GETFund is in arrears to the tune of ?411.613 billion.

It says, even though it has not dropped its intention to take legal action against the government over the arrears, it is ready to co-operate in every endeavour to reconcile the discrepancies in the GETFund issue.

According to the papers, NUGS however, took issues with Nana Akomea, accusing him of feeding Ghanaians with “inaccurate figures and half truths.”

NUGS said instead of doing his job of informing the people, Nana Akomea rather misinformed them.

According to the paper, some leading members of NUGS hinted the paper after the press conference that, they will call for the removal of the Minister if he does not desist from “misinforming the people.”

1. US THREATENS GHANA….RATIFY SECRET DEAL OR…. – PG. 1 & BK. PG.

According to the paper, the US government has given Ghana up to November 1, 2003, to ratify its Bilateral Non-Surrender Agreement (BNSA) or risk being cut off from US military assistance.

The ultimatum to Ghana is part of a worldwide campaign being waged by Washington to compel countries with little or no backbone to accept its fiat to grant blanket immunity to all US service personnel from prosecution under the International Criminal Court for war crimes or crimes against humanity.

COUP PLOT IS REAL – PG. 1 & BK. PG.

Contrary to views held by a section of the public, it has now been confirmed that the substance of the startling news story carried by the Independent news paper on Tuesday about a putsch to overthrow the government, was not a hoax after all.

The paper’s verification missions in and out of the security apparatus in the last couple of days have pointed to the reality of the coup plot, “it was unmasked because the security agencies had followed them for long” according to a security source.

Meanwhile, the NDC has accused the NPP at a press conference, of concocting a false alarm of coup plot to divert attention of Ghanaians from government’s mismanagement of the economy, and its numerous unfulfilled electoral promises.

The paper reports that, there is boding evil threatening the already fragile peace and security of the Dagbon Traditional Area.

The recent acquittal of the two men tried for the killing of the Ya-Na, Yakubu Andani II seems to have heightened tensions but another disturbing development relates to evidence that certain leaders are deliberately fanning the situation, which the office of the former President predicts may lead to “ a boom”.

In two separate interviews, Victor Smith, told the paper that the threat of a civil war starting form the north looms large.

He warned the Government “if they don’t deal with it, we could have a civil war on our hands. They can’t keep the lid on forever” he said.

There is also evidence to suggest that there are influential players in the family feud who not only blame the ruling party for the regicide but also would wish the government is overthrown.

Dr. Yehuza Gomda, a cousin of the late Ya-Na said on an Accra FM Station that he would wish Kufuor’s government suffered the same fate as that endured by the Busia administration, which was overthrown by a coup d’etat.

2. NO NDUOM’S CO. IN $446M LOSS TO TOR … STATESMAN INVESTIGATIONS REVEALS – PG. 1 & BK. PG.

The paper reports that, while “Network Herald” investigation into the yet-to-be released audit has uncovered financial loss amounting to $449.166.59 caused by Minister for Energy, Kwesi Nduom’s Deloitte and Touch?’ Management Consulting that implicates the former CE of the refinery, the paper checks have showed beyond doubt that no company of which Dr. Kwesi Nduom was a part or involved with any such deal with TOR.

It says whilst the editor of the “Network Herald” had admitted publicly on Metro TV’s Good Morning show, that the $446m figure must be attributed to the proverbial printer’s devil, the story falsely alleging the cause of financial loss against the Minister, along with the near half a billion-dollar figure, was widely circulated on the internet, courtesy of ghanaweb.com,Joy FM’s myjoyonline.com and Network herald.gh.com.

While, TOR spent about $1m to install a comprehensive world class computer software system for its operations, the company with which that deal was struck was an incorporated company legally distinct from the company Nduom headed at the time.

In 1990, dr. Kwesi Nduom, a Washington – based partner of Deloitte & Touch?, USA moved to Ghana and formed Deloitte & Touch? West Africa Consulting Company Ltd.

Already in existence at the time was Deloitte and Touch? (Gh) Ltd, a company set up in 1948 by a Scottish Accountant and former employee of UAC.

The two companies had distinctly separate practices and were operating separately from different offices, said Joseph K. Forson, chairman of Deloitte and Touch?.

While admitting that some work was done by this firm for TOR as indicated by the purportedly yet to be released audit report, Forson clarified that “the job was given to Deloitte and Touch? Ghana but not Nduom’s Deloitte and Touch? West Africa Consulting. So it is very unfortunate that he has been linked to it”.

“Nduom had absolutely nothing to do with that software installation and training project for TOR. Had the paper cross-checked it would have been clear to them that Nduom was in no way involved in the practice and operations of Deloitte and Touch? Ghana.

The paper reports that, when President Kufuor entered Nima’s social centre on Wednesday, a significant thing occurred where Dr. Mustapha Ahmed, MP (NDC) East Ayawaso, joined in the excitement over the President’s visit and went ahead to express this in his amasing speech during which he pleaded for certain amenities for the area.

On the same evening, television viewers were also treated in a rare display of camaraderie between President Kufuor and Mr. E. T. Mensah, MP (NDC) Ningo-Prampram which was equally captured on the front –page of the yesterday’s edition of the “Daily Graphic”.

Mr. E. T. Mensah was seen on TV showing, playing host to the President, who also seemed to be relishing the warmth from his guest.

According to the paper, both MPs appearances in the company of the President in his tour of the Greater Accra Region represent a major break with the past.

The paper however did not hesitate to state that when Flt. Lt. Rawlings occupied the executive office at Osu, Castle and he visited the regions, “opposition” MPs were deliberately snubbed and kept at bay.

Currently, the paper says, the kind of interaction so far seen between President Kufuor and “opposition” MPs in this current national walkabout is a new development in Ghana Politics, which can only mean well for democracy.

The IGP, Nana Owusu Nsiah, has told the paper in an exclusive interview in Accra yesterday that under the Police Service Act, the police Administration is mandated to reinstate the six officers charged for manslaughter on the May 9 Stadium Disaster trail.

According to him, because they have been proven innocent by a court of competent jurisdiction “we shall call them at the appropriate time after we have followed the normal procedure”.

In two separate interviews, Victor Smith, told the paper that the threat of a civil war starting form the north looms large.

He warned the Government “if they don’t deal with it, we could have a civil war on our hands. They can’t keep the lid on forever” he said.

There is also evidence to suggest that there are influential players in the family feud who not only blame the ruling party for the regicide but also would wish the government is overthrown.

Dr. Yehuza Gomda, a cousin of the late Ya-Na said on an Accra FM Station that he would wish Kufuor’s government suffered the same fate as that endured by the Busia administration, which was overthrown by a coup d’etat.

2. NO NDUOM’S CO. IN $446M LOSS TO TOR … STATESMAN INVESTIGATIONS REVEALS – PG. 1 & BK. PG.

The paper reports that, while “Network Herald” investigation into the yet-to-be released audit has uncovered financial loss amounting to $449.166.59 caused by Minister for Energy, Kwesi Nduom’s Deloitte and Touch?’ Management Consulting that implicates the former CE of the refinery, the paper checks have showed beyond doubt that no company of which Dr. Kwesi Nduom was a part or involved with any such deal with TOR.

It says whilst the editor of the “Network Herald” had admitted publicly on Metro TV’s Good Morning show, that the $446m figure must be attributed to the proverbial printer’s devil, the story falsely alleging the cause of financial loss against the Minister, along with the near half a billion-dollar figure, was widely circulated on the internet, courtesy of ghanaweb.com,Joy FM’s myjoyonline.com and Network herald.gh.com.

While, TOR spent about $1m to install a comprehensive world class computer software system for its operations, the company with which that deal was struck was an incorporated company legally distinct from the company Nduom headed at the time.

In 1990, dr. Kwesi Nduom, a Washington – based partner of Deloitte & Touch?, USA moved to Ghana and formed Deloitte & Touch? West Africa Consulting Company Ltd.

Already in existence at the time was Deloitte and Touch? (Gh) Ltd, a company set up in 1948 by a Scottish Accountant and former employee of UAC.

The two companies had distinctly separate practices and were operating separately from different offices, said Joseph K. Forson, chairman of Deloitte and Touch?.

While admitting that some work was done by this firm for TOR as indicated by the purportedly yet to be released audit report, Forson clarified that “the job was given to Deloitte and Touch? Ghana but not Nduom’s Deloitte and Touch? West Africa Consulting. So it is very unfortunate that he has been linked to it”.

“Nduom had absolutely nothing to do with that software installation and training project for TOR. Had the paper cross-checked it would have been clear to them that Nduom was in no way involved in the practice and operations of Deloitte and Touch? Ghana.

1. MR. PRESIDENT IN TOWN … NDC MPs VERY MUCH OF THE PROGRAMME – PGS. 1 & 3

The paper reports that, when President Kufuor entered Nima’s social centre on Wednesday, a significant thing occurred where Dr. Mustapha Ahmed, MP (NDC) East Ayawaso, joined in the excitement over the President’s visit and went ahead to express this in his amasing speech during which he pleaded for certain amenities for the area.

On the same evening, television viewers were also treated in a rare display of camaraderie between President Kufuor and Mr. E. T. Mensah, MP (NDC) Ningo-Prampram which was equally captured on the front –page of the yesterday’s edition of the “Daily Graphic”.

Mr. E. T. Mensah was seen on TV showing, playing host to the President, who also seemed to be relishing the warmth from his guest.

According to the paper, both MPs appearances in the company of the President in his tour of the Greater Accra Region represent a major break with the past.

The paper however did not hesitate to state that when Flt. Lt. Rawlings occupied the executive office at Osu, Castle and he visited the regions, “opposition” MPs were deliberately snubbed and kept at bay.

Currently, the paper says, the kind of interaction so far seen between President Kufuor and “opposition” MPs in this current national walkabout is a new development in Ghana Politics, which can only mean well for democracy.

The IGP, Nana Owusu Nsiah, has told the paper in an exclusive interview in Accra yesterday that under the Police Service Act, the police Administration is mandated to reinstate the six officers charged for manslaughter on the May 9 Stadium Disaster trail.

According to him, because they have been proven innocent by a court of competent jurisdiction “we shall call them at the appropriate time after we have followed the normal procedure”.
