Kissi Agyebeng is the Special Prosecuter
The Coalition for Integrity in Governance (COFIIG) has filed one of three petitions requesting President John Dramani Mahama to remove Special Prosecutor Kissi Agyebeng, citing incompetence, financial mismanagement, conflict of interest, and dereliction of duty.
Filed on October 20, 2025, COFIIG alleged that over GH¢364 million allocated to the Office of the Special Prosecutor (OSP) since 2021 lacks publicly available audited accounts and that the office has failed to secure major corruption convictions or significant asset recoveries.
The petition also claims Agyebeng delayed investigative dockets, including one involving former Finance Minister Ken Ofori-Atta, raising concerns about conflict of interest and neutrality.

COFIIG is calling for a forensic audit of OSP accounts and for the Special Prosecutor to step aside during the audit.
The other petitions were submitted by Apostle Abraham Lincoln Larbi, who accused Agyebeng of colluding with Ofori-Atta and an unidentified citizen.

Larbi's petition similarly alleged disrespect for the Attorney-General and failure to prosecute high-profile corruption cases.
The petitions have invoked Section 15 of the Office of the Special Prosecutor Act, 2017, and Article 146 of the Constitution, which outline the procedures for removing the Special Prosecutor.
