In a latest twist to the internal wrangling at the Electoral Commission (EC), Deputy Commissioner in charge of operations, Amadu Sulley is protesting what he says is the failure of EC boss to recognize his presence.

In an internal memo dated July 27 and intercepted by Myjoyonline.com, the Deputy Commissioner said since he resumed from leave, Mrs Charlotte Osei has failed to liaise with him on any issue.

“I have observed with the concern of your non-recognition of my presence in the office…this is because you have been dealing with the Director of Human Resource,” Mr Sulley decried.

The memo comes to billow the controversies the Commission has been entangled in, for the past month.

There is a petition before Chief Justice, Sophia Akuffo seeking the impeachment of the EC boss. In the 27-bulleted petition, Mrs Osei has been accused of financial impropriety, administrative incompetence and blatant breach of the procurement law.

The petition was filed by some ‘concerned staff’ of the Commission and could lead to the impeachment of Mrs Osei if a prima facie case is established in the matter.

The EC boss in her response to the petition, roped in her two deputies, Mr Sulley and deputy Commissioner in charge of Corporate Services, Georgina Amankwaah. She accused them of taking financial decisions on behalf of the Commission without prior authorization.

Countering Mrs Osei, Mrs Amankwaah said the Commissioner is to blame for the many challenges the Commission is facing. The deputy Commissioner who has been interdicted over some missing money said her boss has refused to deal some people, straining the unity in the office.

The infighting at the Commission has led to calls by civil society groups for the three Commissioners to be set aside for investigations to continue.

But Mr Sulley has stoked the fire with an internal memo, two days after Parliament summoned Mrs Osei over the Commission’s failure to capture monies raised prior to last year’s elections in its 2017 financial report

In paragraph three of the memo titled, ‘Non-recognition of my official presence’, the deputy Commissioner said since he returned from his leave on June 20, Mrs Osei has refused to deal with him.

He said per the Commission’s organizational structure, in the absence of any of the Deputies, the EC boss has to deal with the other deputy but this has not been adhered to the detriment of the organisation.

“It is therefore unfortunate that you have resorted to use the Director of Human Resource (Mr Samuel Boadu) as your Deputy contrary to administrative procedure,” the memo said.

With the memo, Mr Sulley said he is drawing the attention of Mrs Osei to the "administrative lapse" and for her to work in accordance to the structures of the Commission.
