The District Chief Executive for Amansie South, Clement Opoku Gyamfi, has criticised the Director-General of the National Service Scheme (NSS), Ruth Dela Seddoh, for allegedly using official working hours to organise and celebrate her birthday.

His criticism follows a lavish birthday celebration held inside her office, allegedly during working hours.

The event included a special performance from renowned dancehall musician Stonebwoy.

Reacting to this in a panel discussion on AdomTV and monitored by GhanaWeb on May 19, 2026, Opoku Gyamfi said such behaviour constitutes a clear case of misconduct and misuse of public resources.

“You are a public officer, and you are using official working hours to throw personal parties and celebrations. This is completely unacceptable,” he stated.

According to him, public officials must distinguish between official time and personal time, adding that working hours belong to the state and the Ghanaian people.

“The time you spend in the office belongs to the government and the public you serve — not for your personal festivities. Such conduct amounts to misuse of public resources and should attract a formal query and appropriate sanctions,” Opoku Gyamfi said.

He added that private celebrations are acceptable, but not during official working hours.

“Nobody is against you celebrating after working hours, but turning official time into personal party time is irresponsible and must not be tolerated. Public office demands accountability, discipline, and professionalism,” he added.
