A company owned by Dallas real estate mogul Gene Phillips has landed a $3 billion deal with the African country of Ghana to refurbish a barge to generate electricity for the power-starved nation. Ghana has a severe electricity shortage brought on by rapid population growth and drought in north Africa. The drought has limited the country's ability to generate hydroelectric power.
