Why would one President be tasked to appoint 4,500 heads of govt institution in his 4 year term by a Constitution?It shows the weakness of that document hurriedly prepared by that Consultative Assembly?

Constitutional amendment is alright. The only thing that is constant is change. Since 1992 it has been long time not to review and amend when necessary as long as it favors mother Ghana
