  Our foolishness never ceases to amaze me. The correct questions to be asking is that, if those lands were identified as 'flood prone", then who gave planning permissions? Even if it was from 50 years ago, Lands Commission should have the records. That is where we start. Hold officials responsible, sue them for compensation which can be used to rehouse these residential properties. But these perennial "words" from NADMO is meaningless
