  Who told you that? If he is wrong then the law is the law. If he has no previous conviction then hefty fine and a jail term with views to a suspended sentence will suffice.

Thats where the arrests should have started from and charged with negligence. so that public officials would learn from this. But because of politics, they have arrested wontumi and in the end he will provide the license and then case becomes foolish case and then ends up being compensated with state money. Whoever signed the lease approval for him to go and mine in that forest should be arrested too.
