  Very useful move, and we stand ready to support you on this. If you know how University leaders use IGF, s civil war will break out in Ghana. The most stingingly corrupt characters in Ghana are found amongst University leaders and these are the ones who go on strike at the least provocation. There is absolutely no accountability in the use of IGF. University leaders see the IGF as a slush fund, spending like lottery proceeds. I said there will be civil war if we know how IGF is used at the Universities. We will help the minister design very strict but useful guidelines for the utilisation of the IGF. We are a group of academics and professionals based in the UK, with our membership from some of the leading world class universities. We are ready to do this as part of public interest work for free.
