These fines or surcharges should always be charged against the individual leaders, ie the Directors who refused to act that leads to these charges.

These fines or surcharges should always be charged against the individual leaders, ie the Directors who refused to act that leads to these charges.
Charges against the institution where the tax payers money is used to pay for such irresponsible behaviours these institutional leaders.
It is time to charge thses institutional leaders individually as a deterent for their irresponsible behaviours. They end up causing financial loss to the institutions for their irresponsibility.

CHARGE THE ENTITY LEADERS PERSONALLY NOT THE ENTITY

That is the behaviour of NDC government officials. They want the fine to reach GHc1,000,000.00 then they will pay judgement debt and share the money .
