  Pressure isn't what pushes people to steal from the State. The greed virus in humans is what causes hypocrites to steal from the State, especially when they know that no one is watching them. Most government workers do not steal from the State. Often, the ones who steal from the State also happen to hold offices that pay much more than a majority of government workers. Greed and hypocrisy are driving forces behind the decision of those who choose to abuse the trust placed in them.
