Public Libraries are not efficient in the system and you talk of Presidenial library.
Now you bemoan the lack of the reading habit in Ghana. Where are the books? Where are the book shops and where're the places people could sit down comfortablly to read! The governments that come and go are made up of selfish money seeking politicians who have no plans to develop the intellect of the people! Without any serious consistent political will nothing will happen on that front except for the occasional pronouncements more for political expediency than for content
