The Ministry of Finance has appointed economist and political risk specialist Dr Theophilus Acheampong as a Technical Advisor, bringing on board extensive expertise in public finance, economic policy, and governance.

Dr Acheampong has over 15 years of experience at the intersection of energy, extractives, and fiscal policy, having led more than 60 consultancy projects across Africa and globally.

His work spans economic modelling, integrity risk assessments, and sustainable development, advising governments, multinational corporations, and international development institutions.

Academically, he holds a PhD and MSc in Economics and Energy Economics from the University of Aberdeen and a BSc in Chemical Engineering from KNUST.

He is currently pursuing an MSc in Taxation at the University of Oxford.

Dr Acheampong also serves as an Adjunct Professor at the Universities of Dundee, Aberdeen, the University of Ghana, and the University of Energy and Natural Resources.

In addition to his advisory and academic roles, he is a non-resident fellow at the European Council on Foreign Relations (Germany) and the IMANI Centre for Policy and Education (Ghana).

He sits on the boards of Natural Resource Charter Limited (UK) and the African Council (UK) and heads Research and Markets at the Critical Minerals Africa Group.

Dr Acheampong’s analyses have been featured in leading international outlets such as the BBC, The Economist, The Wall Street Journal, and Bloomberg.

His appointment is expected to strengthen the Ministry’s capacity to navigate complex economic and fiscal challenges while shaping evidence-based policy.
