2. No bill, other than such a bill as is referred to in paragraph (a) of article 108 of this Constitution, shall be introduced in Parliament unless-it is accompanied by an explanatory memorandum setting out in detail the policy and principles of the bill, the defects of the existing law, the remedies proposed to deal with those defects and the necessity for its introduction; andit has been published in the Gazette at least fourteen days before the date of its introduction in Parliament.a. it is accompanied by an explanatory memorandum setting out in detail the policy and principles of the bill, the defects of the existing law, the remedies proposed to deal with those defects and the necessity for its introduction; andb. it has been published in the Gazette at least fourteen days before the date of its introduction in Parliament.

7. Where a bill passed by Parliament is presented to the President for assent lie shall signify, within seven days after the presentation, to the Speaker that he assents to the bill or that he refuses to assent to the bill, unless the bill has been referred by the President to the Council of State under article 90 of this Constitution.

8. 11. Without prejudice to the power of Parliament to postpone the operation of a law, a bill shall not become law until it has been duly passed and assented to in accordance with the provisions of this Constitution and shall not come into force unless it has been published in the Gazette.

12. The provisions of clauses (7) to (10) of this article shall not apply to a bill certified by the Speaker as a bill to which the provisions of article 108 of this Constitution apply; and accordingly, the President shall give his assent to any such bill when presented for assent.

13. Where it is determined by a committee of Parliament appointed for the purpose that a particular bill is of an urgent nature, the provisions of the preceding clauses of this article, other than clause (1) and paragraph (a) of clause (2) shall not apply, and accordingly, the President shall give his assent to the bill on its presentation for assent.

14. A bill introduced in Parliament by or on behalf of the President shall not be delayed for more than three months in any committee of Parliament.

I hope that criminals like Professor Mike Quaye and his Akyem Tiny population of the Eastern region are listening. Mike Quaye wants the Independent Office of the Special Prosecution abolished because Mike Quaye and his son have stolen $650 million US dollars and he doesn't want to be investigated. So these Akyem Abuakwa CRIMINALS are agitating day and night to undermine the same institution they set up to challenge the status quo. The NPP and NDC politicians are worried about their stolen monies from the Ghana borrowed money are being investigated and creating bad impression in the eyes of the Ghana electorate who would use it to make informed decisions about who to vote for. Let there be openness, transparency and accountability and all the thieves of the Ghana borrowed money MUST face justice from the rigorous of the law. In the UK, we have the National Audit Office NAO that is a public watchdog that is independent and reports only to Parliament. Even in US there’s no permanent office of special prosecutor except the AG appoints a special prosecutor when and where necessary to look into a specific case at a point in time and that’s how it is supposed to be. Only in GH is a permanent OSP created and resourced yet with nothing to show for.

Scrap it now JDM and save the for NHIS,education, electricity, roads or something else important.

I formed the Office of the OSP with One and only One mandate: To nab JDM.
I spent huge sums of money on this mission. The OSP went gallivanting all over the world...searching for dirt on JDM.
Regrettably, unfortunately and sadly, the incompetent Kissi Agyabeng couldn't find even ONE grain of dirt.

The "I" in the Kissi stands for Incompetence.

Catching anybody such as my beloved Ken Nana Yaw Ofori Atta was never part of the OSP mandate.

Therefore, I wholeheartedly support the Speaker (even though I hate him) in calling for the abolishment of the Office.
