The Domestic Gold Purchase Programme was designed as a strategic reserve-building policy, not a profit-making venture. While Ghana’s gold reserves increased significantly between 2022 and 2024, the programme carried policy and FX-related costs.Policy-related costs are deliberate losses or expenses a government or central bank chooses to accept in order to achieve a bigger national goal.FX-related costs come from currency movements, not bad decisions. These are not real loss like cash loss.

If someone says:

“The programme made a loss”

The first question must be:

“What kind of loss?”

Because:

1.A policy cost can be justified

2.An FX revaluation loss can reverse later

3.A cash loss is serious and requires accountability
The document shared does not clearly distinguish these — which is why it’s confusing and controversial but it seems it's a policy and FX revaluation loss going the by Bank of Ghana comments stated earlier.

People remember the Central Bank of Ghana exchange program for gold from the Ghana Government in the exchange program and then have to sale that same gold inorder to recoup the bank funds to keep the bank stable after injection of money into the Economy, loses can occur on the sale of the Gold to another Country.
