Time cannot race against a crime

If a number of voters were imposters in an election and their identities known
These imposters could be prosecuted at ANY time.
If their offence was proven, beyond any reasonable doubts in a court, they would be convicted
If their illegal acts could have influenced the entire election, that election would be ANNULLED.
