FAKS releases 2025 performance rankings for ministers, MPs and CEOs

FAKS Investigative Services has released the results of its 2025 Performance of Ministers assessment, ranking top-performing ministers, deputy ministers, regional ministers, Members of Parliament and chief executives of state-owned enterprises.

According to the Public Announcement dated January 9, 2026, the exercise assessed the performance of Ministers, Deputy Ministers, Regional Ministers, as well as Members of Parliament (MPs) and Chief Executive Officers (CEOs) of State-Owned Enterprises (SOEs) across the country.

“The performance of Ministers, Deputy Ministers, and Regional Ministers for the year 2025 has been released,” the statement announced.

FAKS explained that the assessment was based on projects implemented by ministries, agencies, and Regional Coordinating Councils (RCCs), alongside public feedback.

“The public were also given the opportunity to share their opinions as far as the project was concerned,” the statement said.

In assessing MPs, FAKS noted that it considered “development in their various constituencies and works in parliament, as well as responses from the constituents.”

The survey was conducted between October and December 2025 and marked the 13th Edition of FAKS’ Performance of Ministers project.

The country’s 16 regions were grouped into three zones, with Zone A recording the highest number of respondents, followed by Zones C and B.

“In total, about 6,247 responses were received across the country,” FAKS stated, adding that respondents included “commercial drivers, students, business owners, traders, journalists, civil society organizations (CSOs) and among others.”

further revealed that 63% of respondents were betwFAKS een the ages of 18 and 50, while 37% were aged between 50 and 80. Females constituted 58% of respondents, with males making up 42%.

Ministers

The Finance Minister, Dr. Cassiel Ato Baah Forson, emerged as the Best Minister for 2025, scoring 96.37% from 6,020 respondents.

He was followed jointly in second place by John Abdulai Jinapor, Minister for Energy and Green Transition, and Eric Opoku, Minister for Food and Agriculture, both scoring 91.93%.

Other top-ranked ministers include Sam Nartey George (Communications, Digital Technology & Innovations), Dr Dominic Akuritinga Ayine (Attorney-General and Minister of Justice), Kwame Governs Agbodza (Roads and Highways), and Samuel Okudzeto Ablakwa (Foreign Affairs).

Deputy Ministers

In the Deputy Ministers category, Thomas Nyarko Ampem, Deputy Minister for Finance, placed first with a score of 94.88%, followed by John Setor Dumelo, Deputy Minister for Food and Agriculture.

Among Regional Ministers, Dr. Frank Amoakohene, Ashanti Regional Minister, topped the list with 97.69%, followed by Rita Akosua Adjei Awatey of the Eastern Region and James Gunu of the Volta Region.

MPs and SOE CEOs

FAKS named Mahama Ayariga as the Overall Best MP for 2025, while Dr. Zanetor Agyeman-Rawlings emerged as Best Majority MP and Jerry Almed Shaib as Best Minority MP.

Hajia Lardi Ayamba was recognised as the Overall Best Female MP.

In the SOE category, Sammy Gyamfi, CEO of GoldBod, was ranked first, followed by Julius Neequaye Kotey of the DVLA and Edmond Kombat of TOR, who placed jointly with Afetsi Awoonor of BOST followed by professor Ransford Gyampo, Ghana Shippers Authority CEO.
