What does the law say? Is it eligibility at the time of appointment or eligibility at the time of application? For example, when one applies to join the military, the age limit is based on the time of entry into the training institution, and not the time of application. A person can apply to enter the university at a time he has not even written the exams. The only time that person can be turned down is when he has written the exams and failed. Tbe date of application is inconsequential to the eligibility of admission. I believe that those who accepted the application and vetted him know that he would be at least 10 years at the bar by the time he would have his appointment sealed and legitimised. Taking a cue from.the above examples, the lawyer may have no case, unless it is categorically stated in the law that the eligibility is based on the time of application.
