A fundamental question must be asked before this initiative goes any further: who actually requested this service, and what problem is it solving?

Ghanaians in the diaspora who hold valid foreign driving licenses already have a straightforward and internationally recognized option available to them. They can obtain a temporary International Driving Permit (IDP) through their local tourist bureau or automobile association within minutes. These permits are typically valid for six months to one year and are grounded in established international conventions ratified between countries. There is no friction, no embassy visit, and no waiting period. For the purpose of driving during holidays in Ghana, this option is both practical and sufficient.

For those who prefer a Ghana-issued license, the DVLA's premium same-day service already provides a viable solution — one that is, or is projected to be, more cost-effective than traveling to an embassy, submitting an application in foreign currency, and waiting an indeterminate period for processing. The case for an overseas licensing service is further weakened when cost and convenience are considered side by side.

More critically, the proposal raises serious procedural and jurisdictional questions that have not been adequately addressed. If an applicant does not already hold a valid driving license, how will their competency be assessed? On what legal basis, and under whose authority, would testing be conducted on foreign soil? It is difficult to imagine, for instance, that a country such as the Netherlands would sanction Ghanaian testing officers to operate within its borders for the purpose of issuing licenses. These are not minor administrative details — they are foundational requirements that must be resolved before any such service can be considered credible.

Furthermore, it is important to be clear about the legal limitations of Ghanaian-issued driving licenses within the European Union and other jurisdictions. Holders who are residents of, or have lived in, a European country beyond six months are not legally permitted to drive on a Ghanaian license. Doing so carries the same legal consequences as driving without a valid license — including fines and potential arrest. This significantly narrows the practical utility of the proposed service and raises questions about whether applicants are being fully informed of these restrictions.

Rather than investing resources into an initiative of questionable necessity and doubtful legality, the focus should be directed toward optimizing the existing premium service. The goal should be straightforward: a streamlined, transparent process that enables applicants to obtain their Ghanaian driving license within the hour. That is a tangible improvement that delivers real value. The proposed overseas service, as currently conceived, does not meet that bar — and risks the integrity of public resources in the process.

Ghanaian way of driving is different from that of overseas that's why the best thing a Ghanaian should do as soon as becomes a resident of any western country is to enroll in a driving school to learn proper skills of driving as well as acquire knowledge of road science.

In Ghana people drive like fowl without head. The road network overseas is totally advanced than what we have in Ghana. Does the Ghanaian driver knows how to join a highway from an outer lane? No!

Why can't you channel the resources into a better system so vehicle owners can sigh a sign of relief anytime they visit one of the DVLA centers where without under table intervention of middle men (Goroboys) and the authority's employees you can't get any document processed?

If the DVLA charges more than what is currently paid here, we would continue to use the International Drivers' License, unless Ghana's DVLA refuses to recocgnize the Global Authourity for Driving in many countries. It is economically not viable to send DVLA personnel in the countries mentioned to issue Driving license to travellers to Ghana.

Dear President Mahama, please terminate the appointment of this DVLA CEO before he commits suicide. He has no idea of the workings of the DVLA. In July 2024, I went to the DVLA office near Jubilee house and applied for Ghana driving license. I hold Ontario (Canada) driving license. All the DVLA did was to login to the Ontario Ministry of Transportation system to print my abstract (driver record) for the past 3 years. Based on my records, I was issued with Ghana driving license, equivalent to the Ontario license class AZ(commercial license), 'articulator'. For the DVLA to be able to access my data in Ontario Ministry of transportation system, there must be an agreement between the governments of Ghana and Ontario. So why is this guy trying to scam Ghanaians? If you live in Ontario-Canada and have a valid driving license, any time you are in Ghana just go to a DVLA office and apply for Ghana Driving license. All we have is square pegs in round hole. By the way, is the CEO related to Randy Abbey? By the way, the goro boys are back big time so be careful.
