Why is parliament and ex-presidents rather not held responsible for the cost of land reclamation at mining sites? We have political leaders who claim to be educated, experienced and capable of passing laws. More often than not they copy and paste laws from other nations to become parts of our laws while some waste funds to pay for expensive courses in Canada, USA, UK and parts unknown.

If our MP's were not busy looking to make money off Ghana, they would have known that:
(a). when the government grants a license to an entity to engage in exploration and mining the listed activity shall involve damage to the land including nearby water bodies (b) the license should therefore include who should be responsible for the cost of making "whole" the site of exploration or mining.
(c). if government intends to be responsible for all land reclamation at sites the government issued licenses then the estimated cost as a percentage of reported revenues by the licensed company to be paid to government should be stipulated.
(d). if the licensed entity is responsible for cleanup exercises then government should spell out the timeline reclamation must begin and end, which agency of government shall have oversight and reclamation authority to sign off on compliance documents
(e). the license should include what the licensed entity must do to officially notify government of end of all activities at the site listed on license. For example, the claim by Wontumi and Akonta mining that they did not agree or grant mining rights to anyone else would not hold in court if they had not informed the government agency that granted Akonta mining and Wontumi the license of their official date of withdrawal from the site. All activities at a site are presumed to be that of the bearer of the license until the government issued notified otherwise and the process of land reclamation has commenced or certified as completed.
