  Not adhering to proper standards is only a small problem you're addressing. A much larger issue is the corruption that stems from how resources are allocated to individuals such as ministers and area MPs for projects. Undoubtedly, these funds are treated as personal resources, used for favors and election campaigns and not what the funds were allocated to do.
  There are certainly other contributing factors , but the central catalyst remains poor governance, which has unfortunately allowed corruption to persist and continue to flourish in this country.
