The Ministry of Finance has named the Petroleum Hub Development Corporation (PHDC) as one of the institutions deemed “highly compliant” with the rules and regulations outlined in the Public Financial Management Act.
In a release issued on March 19, 2026, the Ministry of Finance highlighted PHDC and several other key government institutions for exceeding expectations and achieving top rankings on the Public Financial Management (PFM) Compliance League Table.
This “Highly Compliant” designation reflects PHDC’s strong commitment to fiscal discipline, accountability, and transparency.
PHDC was listed alongside the Environmental Protection Agency, Tema Oil Refinery, the Ministry of Energy and Green Transition, the Ghana National Petroleum Commission, the Ghana AIDS Commission, and the Ministry of Finance as one of the highly compliant institutions.
Commenting on the recognition, PHDC Chief Executive Officer Dr. Toni Aubynn described it as clear evidence of his administration’s dedication to transparency and accountability.
He commended the management and staff of the Corporation for their respective contributions to this achievement.
Dr Aubynn reaffirmed that PHDC remains fully committed to strict adherence to all financial management regulations.
The Deputy CEO, Finance and Administration, Halimatu Sadia Abdulai commended the various units in the Finance and Administrative departments for the feat, noting that they’re strict adherence to the principles and regulations led to the recognition.
She explained that the recognition from the Ministry of Finance is a testament to the robust administrative and financial system that has been instituted under her watch.
On his part, the Deputy CEO, Operations and Technical, Onasis Kobby Rosely stated the performance of agencies under the Ministry of Energy and Transition reflects the discipline and visionary leadership being demonstrated by the sector minister, Hon. Dr John Abdulai Jinapor.

1.The Ministry of Finance has developed a Public Financial Management (PFM) Compliance League Table, a landmark transparency and accountability initiative aimed at strengthening fiscal discipline and improving the management of public resources.
2.The PFM Compliance League Table fulfills the Government’s commitment in the 2025 Budget Statement to publish an objective, evidence-based assessment of how public institutions comply with the PFM Act, 2016 (Act 921), its Regulations and associated laws.
The League Table serves as a performance benchmarking tool that measures the extent to which public institutions adhere to the rules and procedures governing the use of public funds.
3.By constructively ranking institutions based on their level of compliance, the Ministry seeks to deepen transparency, promote accountability, and encourage continuous improvement across the public sector in the management and use of public resources.
The League Table highlights institutions with significant compliance gaps, underscoring the need for targeted corrective actions and stronger enforcement measures.
4.In line with its statutory mandate, the Ministry of Finance, through the PFM Compliance Division, will take firm steps to address persistent non-compliance going forward. The Ministry will engage Covered entities that recorded low compliance scores and help them to identify gaps in their PFM compliance systems.

About the Petroleum Hub Project
The Petroleum Hub Project will be located in Jomoro, in Ghana’s Western Region. The hub will comprise: Three refineries with a total capacity of 900,000 barrels per stream day (BPSD), Five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.
The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
