  Was it bot recently Akosombo during nana addo era. Splash a whole volumes bunch of water outside the dam indicating the water level was dangerous for the dam. Even that resulted accumulation of water inland of villages. Nearby destroying many properties...so for how long opening the dam paving much water away one could not yet predict and know SCIENTIFICALLY the disadvantages of the Dams. It a shame and pity.
