Canada-based Ghanaian pastor arrested over alleged fraud scheme

A Ghanaian pastor based in Canada, Isaac Oppong, 38, has been arrested in Vaughan, Ontario, over his alleged role in a fraud scheme linked to a government social support programme.

Oppong, a legal resident of Canada who served at Miracle Arena for All Nations church between 2018 and 2025, is suspected to be part of a 15-member group accused of taking advantage of a government initiative intended to support people at risk of homelessness.

The programme, known as Project Great One, operates under the region’s Homelessness Prevention Programme and is aimed at assisting vulnerable individuals who are not enrolled in other forms of social support.

“Through the investigation, FCU identified Isaac OPPONG, 38, of the City of Vaughan, as the principal suspect in these frauds. Oppong was a pastor at Miracle Arena for All Nations from 2018 until 2025, and investigators believe he used his position to recruit others to participate in the frauds,” York Regional Police Financial Crimes Unit said in a statement dated April 14, 2026.

Police claim Oppong was the key figure behind the operation, which allegedly secured close to $100,000 through fraudulent means between January and December 2024.

Investigators say the case was uncovered after York Region officials detected several applications with false information, prompting a wider investigation that began in April 2025.

Oppong is facing 10 charges, including fraud, identity fraud, laundering proceeds of crime, possession of property obtained by crime, and conspiracy.

Authorities indicate the probe is still ongoing and more victims could emerge as investigations continue.

Meanwhile, Miracle Arena for All Nations church says it only became aware of the alleged activities in November 2025 after being notified of the investigation.
