The Controller and Accountant-General's Department (CAGD)
The Controller and Accountant-General’s Department (CAGD) has dismissed claims that a senior civil servant at the Ministry of Defence received unearned salaries amounting to GH¢427 million over 29 months.
In a statement issued on Monday April 20, 2026, the Department stressed that such an occurrence is impossible under Ghana’s payroll system.
“The Government of Ghana payroll system runs on controls and automations which allow only approved pay structures by the Fair Wages and Salaries Commission to be processed for employees eligible by their conditions of service,” the statement read.

CAGD explained that salaries are processed only after multiple layers of validation, including checks by heads of institutions and internal mechanisms designed to detect irregularities.
It further noted that monthly payments undergo online validation and additional quality assurance processes before disbursement.
Safeguards such as variance analysis, condition-of-service verification, and reconciliation at the banking level are built into the system to ensure accuracy.
“It is therefore impossible under the current payroll arrangement to pay a government employee salary in excess of what is legally due that employee,” the Department emphasised.
CAGD urged the public and media to verify such claims before publication, cautioning against misinformation on sensitive financial matters involving public funds.
