Today, to be a teacher is not like how it was in the past. Qualified people holding teachers certificates by various means are more than hair count.
More so, there is NO agreement between teacher trainees and the government assuring and guaranteed of employment.
For teacher trainees to tell government that the quota given now for employment is meagre.
You attend your training , you can choose to teach anywhere in your life without the government concern.

The government can strategically be using such monies to rather create more health , hospitals and including specialized facilities for them.
