Mante, who reportedly lives with a permanent physical disability and uses crutches, is said to have gone to the playground, apprehended the boy with the assistance of others, tied him to the back of his quad bike, and dragged him along tarred roads in North Legon.
Residents said the suspect ignored repeated pleas from neighbours and passers-by to stop, even as the teenager screamed in pain.
The incident reportedly ended after residents chased and intercepted him.
By the time they were able to stop him, the boy had sustained serious injuries to his back, arms, knees, feet, and pelvic area.

“What I saw was that he tied the child to the back of the motorbike. I tried to stop him because he knows me, but he didn’t stop. So, I had to chase him and make sure people came out to rescue the boy,” 3news quoted him as saying.
Noi added that even a nearby police officer was unable to stop the suspect before more residents joined the pursuit.
The teenager was subsequently rushed to hospital for emergency treatment.
While in police custody, Mante reportedly broke down in tears.
“He has done several wrongs. I have cautioned him several times, but he wouldn’t listen. I really don’t know what came over me. I could not comprehend,” he allegedly told police.
Accra Regional Police Public Relations Officer, Superintendent Juliana Obeng, confirmed that Mante had been formally charged.
“For now, he has been charged with causing harm. As we proceed with investigations, if there are additional charges, we will proffer as well,” she said.
Meanwhile, the victim is recovering in hospital.
The report further stated that the Member of Parliament for the area, Dr Francis-Xavier Sosu, has intervened to cover the boy’s medical expenses, which had reportedly reached GH¢3,000, and pledged additional support.
