The Minister of Roads and Highways, Kwame Governs Agbodza, has expressed anger over the stalled 71.25-kilometre Enchi–Elubo Road project, where no work has begun despite the payment of mobilisation funds.

The project, awarded in December 2025 to Top Engineering International Ltd, has recorded no visible work on site even after mobilisation funds were paid.

Visibly frustrated during an inspection of Big Push infrastructure projects on May 12, 2026, Governs Agbodza questioned the contractor’s commitment to the project.

“If we didn’t pay mobilisation, I would have terminated the job today. What is this? So annoying,” he said.

Meanwhile, residents of cocoa-producing communities in the Aowin Municipality of the Western North Region have appealed to the government to urgently reconstruct the same 71-kilometre Elubo–Enchi road, which has deteriorated so badly that commercial vehicles have stopped using the stretch.

They say the poor condition of the road has disrupted transport, making it difficult for farmers to move cocoa and other farm produce to major markets.

The residents warn that the situation is hurting economic activity in the area and restricting access to essential services such as healthcare and education.

The Elubo–Enchi corridor is a key route linking farming communities in the Western North Region to major markets and border towns.

The inspection forms part of ongoing monitoring of the Big Push infrastructure programme, a $10 billion national initiative launched in 2025 by President John Dramani Mahama to accelerate the delivery of roads, bridges, railways, water systems, digital infrastructure, and social amenities across the country.

The programme is expected to improve connectivity, create jobs, and stimulate economic growth nationwide.
