For government supplies the following procedures must be followed otherwise the Audit service will pick this up, except they were compromised in which case they ought to answer as well.
1. The procurement officer must advertise the food supply for licensed suppliers to bid. Or he can do restrictive rendering. Bids are evaluated and supplier selected and contract awarded
2. Supplier delivers based on award of contract. Storekeeper receives supplies and raises what is called Stores Receipt Advice indicating the exact quantities received.
3. The accountant then pays based on what was received..
4. The internal auditor is supposed to inspect the goods on arrival and also verify that all processes are complied with before payment.

How come all these ppl didn't notice that goods were not supplied but passed all documents for payment?
Unless this is a case of dealing with political opponents, all the ppl mentioned above including the auditor general shd have been called to answer
