Bawumia and co came and rebounded it and put their name on it. The one we're using now and the one before 2017 have the same features with a slight difference. Check from Kevin Taylor, a program he made in 2021/2.

ECOWAS officially decided to adopt a unique, unified identity card—the ECOWAS National Biometric Identity Card (ENBIC)—during the Authority of Heads of State and Government summit held in Abuja, Nigeria, in December 2014..

The creation of the card was designed to replace the handwritten ECOWAS Travel Certificate. It serves as a multipurpose travel and residential document aimed at facilitating free mobility and strengthening security across West Africa.

While the policy was adopted in 2014, the rollout is implemented at the national level by each member state. Countries like Ghana integrated the ECOWAS specifications early , while Nigeria officially launched the ENBIC in late 2025.
