Ghana, UK sign new economic partnership focused on jobs and investment

The United Kingdom and Ghana have launched a new Growth Partnership aimed at creating jobs, strengthening infrastructure, and expanding skills development, as both countries deepen economic cooperation.

The agreement was signed during President John Dramani Mahama’s official visit to the United Kingdom and is expected to guide collaboration from 2026 to 2028. It builds on up to £215 million in deals signed during the Ghana Investment Summit in London.

The partnership focuses on four key areas: attracting private investment and finance, improving trade conditions for Ghanaian businesses, supporting infrastructure and industrial development, and expanding skills and education partnerships.

The initiative is designed to deliver practical outcomes, including job creation, stronger trade links, and increased investment in key sectors of the Ghanaian economy.

H.E. Dr Christian Rogg, British High Commissioner to Ghana, said the partnership is focused on delivering tangible benefits for citizens.

“This Growth Partnership is about real change people can see and feel. It means more skilled jobs, stronger ports and transport links, better access to finance, and new opportunities for young people and women across Ghana,” he said.

“By working with Ghanaian partners and backing private investment, we are supporting growth that is sustainable, inclusive and led by Ghana’s own priorities,” he added.

One of the flagship projects under the Partnership is a £101 million UK-supported maritime infrastructure initiative to develop Ghana’s first commercial-scale ship repair and dry-docking facility in the Gulf of Guinea.

The Takoradi Floating Dock Project (ShipRite), backed by the Private Infrastructure Development Group (PIDG) and the Ghana Ports and Harbours Authority (GPHA), is expected to create up to 430 direct jobs, with about 30% reserved for women. It is also expected to position Ghana as a regional maritime hub while reducing emissions by cutting travel distances for ship repairs.

Another key component is a £5 million Green Project Preparation Facility hosted by Financial Sector Deepening Africa (FSD Africa) in partnership with the Ghana Infrastructure Investment Fund.

The facility is expected to help turn infrastructure ideas into investable climate-focused projects and could unlock up to £180 million in deals over three years.

In the forestry and climate sector, Mere Plantations plans to launch an £85 million reforestation investment fund listed in the UK, backed by the Ghana Forestry Commission. The fund will support reforestation, carbon projects, job creation, and land restoration.

The partnership also includes collaboration on Ghana’s Artificial Intelligence strategy, supported by £6 million in UK funding, as well as ten new Physics Partnerships funded through UK Research and Innovation to strengthen university collaboration.

In addition, Rainforest Builder will invest £9 million in forest restoration projects in Ghana’s Oti Region, supporting environmental protection and local livelihoods.

On education and skills, the initiative includes the publication of Transnational Education guidelines to support partnerships between UK and Ghanaian institutions, as well as a £4 million five-year programme to train specialist clinical engineers in Ghana’s healthcare sector.

The partnership comes as the UK and Ghana mark five years of the UK–Ghana Trade Partnership Agreement. Since its entry into force, bilateral trade has grown to around £1.6 billion, an increase of 12.5% since 2024.

It also builds on a growing investment pipeline led by British International Investment (BII), whose development finance investment in Ghana stands at approximately £140 million, including support for Ghanaian export-focused businesses such as Maa Grace through Growth Investment Partners (GIP) Ghana.
