MoMo-to-bank 0.75% fee approval traced to Akufo-Addo era - BoG document

There was public uproar following an announcement by MTN Ghana on the implementation of a 0.75% fee on transfers from MoMo wallets to linked bank accounts.

Following the backlash, the Bank of Ghana directed MTN to suspend the implementation of the fee, which was supposed to have taken effect on Monday, June 1, 2026.

The Minority Caucus of Parliament condemned the John Dramani Mahama government over the fee, claiming that it was reintroducing the Electronic Transfer Levy, which it had cancelled to honour its campaign promise.

New details on the matter indicate that the 0.75% fee on transfers from MoMo wallets was approved under the government of former President Nana Addo Dankwa Akufo-Addo.

In the said letter, the governor of the Bank of Ghana, then Dr Ernest Addison, gave MTN the go-ahead to charge the fee.

The Member of Parliament for Bolgatanga Central, Isaac Adongo, who read excerpts of the letter in Parliament, said that the then governor gave MTN “no objection” to implement two fees he read as follows:

“1. Introduction of a fee of 1% for cash-out transactions below GH¢2,000.

“2. Introduction of a 0.75% fee capped at GH¢55 for all transactions related to mobile money wallet transfer to bank.”
