The acting Deputy Chief Executive Officer (CEO) of the Gaming Commission, Lamtiig A Apanga, has described transparency as one of the major tools in combating corruption and preventing abuse of public resources.
According him, a new procurement reforms proposed by the government in September 2025, at the National Procurement and Supply Conference is a significant step towards promoting transparency, accountability and the fight against corruption.

Contributing to a discussion about sole sourcing in government on Channel One TVs Breakfast Daily show on June 16, 2026, he said, “Transparency is one key area of fighting corruption and preventing abuse. And so, I think it's a welcome initiative and the president is clearly showing that he's really interested in fighting corruption in the country”.
“As far as we would have the application of discretion, at some point there would be the possibility of abuse, but the good part is that because there's going to be further legislation that would help strengthen the definition of genuineness of urgency …It will limit the issue of abuse and perhaps indiscretion in the selection process or the award of a contract through sole sourcing,” he added.
Apanga further stated that the new reforms provide measures that would reduce the risk of abuse or indiscretion in the awarding of contracts through sole sourcing.
Ghana's new procurement rules are more than a technical fix
He explained that the proposed reforms are aimed at strengthening Ghana’s procurement process.
He argued that a public disclosure of procurement decisions would enable the public to examine government contracts and hold public institutions accountable.
Referring to a recent investigative report by the media, he suggested that the publication of procurement data would aide the public to monitor government spending.
“So, if you observe carefully, the reforms as recommended by the committee is providing further strengthening of our procurement process including transparency. I mean, fourth estate came out with this publication that has given an indication that some investigations have gone on,” he said.
“But imagine if the Ministry had published all these contracts already, you and I would have known that ABCD contracts have been awarded through a sole sourcing procurement method. And so, if the recommendations include publication of sole source awarded contracts, then it's a welcoming reform. I think it enhances transparency,” he stated
