Kwesi Agyei is Ghana's Controller and Accountant-General
The Controller and Accountant-General, Kwesi Agyei, has disclosed that about 4,000 public sector workers on the government payroll have outstanding student loan obligations owed to the Student Loan Trust Fund (SLTF).
He made this known at the launch of the SLTF's 20th anniversary celebrations on Thursday, June 18, 2026.

“We have already identified over 4,000 workers on the government payroll through our collaboration with the Trust Fund. In the coming days, we will engage with the Trust Fund on the modalities for implementing these deductions. We envisage that these deductions will become one of the important statutory sanctions on their salaries,” he said.
Agyei explained that his office is working in collaboration with the SLTF to recover the debts through salary deductions, in line with the legal and regulatory framework governing public sector payroll administration.
He noted that the sustainability of the fund depends on the prompt repayment of loans.
"The sustainability of the revolving fund depends on the timely repayment of loans, ensuring resources remain available for future students," he added.
