Ahmed Ibrahim is the Minister of Local Government, Chieftaincy and Religious Affairs
The Minister of Local Government, Chieftaincy and Religious Affairs, Ahmed Ibrahim, has questioned the Ayawaso North Municipal Chief Executive (MCE), Mohammed, over the utilisation of allocated funds for the construction of a 24-Hour Economy Model market.
During an engagement with municipal authorities on Tuesday, June 23, 2026, he wondered why the District Assemblies Common Fund meant for development had not translated into real benefits for residents.
“You do not have a market, yet you have money, and they said build the market but you don't have land to build on. It means you don't need the money from Parliament", he stated.
The minister further disclosed that although a significant amount of funds had been released to the Assembly only a fraction had been utilised.
“We approved GH¢58 million for you, and actual releases amounted to about GH¢42 million and you have used only 10% in one year," he said.

Ahmed Ibrahim raised concerns about idle funds in accounts, questioning their productivity and management.
“The money is sitting in the account. Is it invested? Are we getting interest on it? If you were to go and put $10 million in a bank account without a password… what’s the difference between you and me?” he stated.
Ahmed Ibrahim stressed the need for public funds to be translated into tangible development outcomes.
