The Attorney General, Dr Dominic Akuritinga Ayine, has told the Accra High Court that former National Food Buffer Stock Company (NAFCO) Chief Executive Officer, Hanan Abdul-Wahab, relied on an online booking from UK beauty and pharmacy retailer Boots as evidence of a medical appointment to obtain leave to travel outside Ghana.

The disclosure is contained in an affidavit filed in support of an application seeking to revoke the court's earlier decision granting Hanan permission to travel.

The affidavit was sworn by Economic and Organised Crime Office (EOCO) Assistant Staff Officer Radiatu Abdulai.

According to Dr Ayine, investigations disclosed that the document presented to support Hanan's request was merely an online booking with Boots and did not constitute sufficient evidence of a confirmed medical appointment requiring travel abroad.

Dr Ayine argues that subsequent events have reinforced concerns about Hanan's conduct after the court granted him permission to travel.

The affidavit further alleges that Hanan presented a court ruling lifting a freeze on his landed properties to his bankers as though it also applied to his frozen bank accounts in an attempt to withdraw funds.

According to the court filing, two separate freezing orders dated July 14, 2025, and July 28, 2025, remain in force over all bank accounts belonging to Hanan and his alleged accomplices.

Despite those orders, the Attorney General says Hanan attempted to withdraw all the money in the affected accounts after obtaining leave to travel.

The affidavit states that Hanan presented a court ruling that "purported to defreeze the account" to convince bank officials that the accounts had been unfrozen.

However, Dr Ayine contends that the ruling related only to a freezing confirmation order covering a different category of assets.

"The said ruling was in respect of the court freezing confirmation order of a completely different set of assets, namely, landed properties and not the said bank accounts," the affidavit stated.

According to the filing, bank officials became suspicious and immediately alerted the Office of the Attorney General and EOCO investigators.

Dr Ayine argues that the incident gives rise to a reasonable suspicion that Hanan either breached a court freezing order or was about to commit an offence by attempting to do so.

The affidavit further contends that the development raises concerns that Hanan may fail to comply with the court's order requiring him to return to stand trial, forming the basis for the application to revoke his travel permission.

Hanan is standing trial over allegations of stealing and causing financial loss to the state exceeding GH¢70 million.

The application seeking to revoke his travel leave is scheduled to be heard by the Accra High Court on Thursday, July 16, 2026, at 9:00 am.
