TOR receives first Jubilee crude cargo in a decade

The Tema Oil Refinery (TOR) has received one million barrels of Ghana’s indigenous Jubilee Medium Sweet Crude, marking the first delivery of Jubilee crude to the state-owned refinery in nearly ten years.

The move forms part of government efforts to revive local refining and reduce dependence on imported petroleum products.

The cargo, delivered aboard MT Apache on July 15, 2026, is the third one‑million‑barrel shipment received by TOR since May this year, following consignments of Bonga and Baleine crude.

In a statement issued on Thursday, July 16, 2026, TOR said the latest delivery fulfils President John Dramani Mahama’s commitment to ensuring that crude produced in Ghana is refined locally to create value for the economy.

“With this latest delivery, TOR has now received its third one‑million‑barrel crude cargo since May 2026, namely Bonga, Baleine, and now Jubilee Medium Sweet Crude,” the statement read.

This marks the second time Jubilee crude has been supplied to TOR under President Mahama’s administration, the first being in December 2016 during his previous term.

The refinery said the recent crude deliveries have enabled it to sustain refining operations and produce petroleum products for both the domestic and regional markets.

TOR described the latest shipment as another milestone in its ongoing operational revival, noting that increasing local refining capacity is expected to strengthen Ghana’s energy security, support industrialisation and reduce the country’s reliance on imported refined fuels.

The refinery expressed appreciation to the President for what it described as his commitment to reviving Ghana’s only state-owned refinery and advancing an integrated petroleum value.
