GH¢60 deduction from personnel allowance not by NSA - NASPA clarifies

The National Service Personnel Association (NASPA) has clarified that the GH¢60 deduction from the allowances of National Service Personnel is an initiative by the association and not the National Service Authority (NSA).

In a statement issued on July 19, 2026, and signed by NASPA Executive Committee, it said the clarification had become necessary to address what it described as misinformation surrounding the deduction and to help personnel understand its purpose, legality and intended benefits.

According to the association, the GH¢60 deduction is used to support its Capacity Building Programme, which was introduced to equip National Service Personnel with practical skills, career readiness training and professional development opportunities ahead of their transition into the job market.

"The leadership of the National Service Personnel Association (NASPA) wishes to re-emphasize to all National Service Personnel and the general public that the GH¢60.00 deduction towards the above-mentioned programme is an initiative of the National Service Personnel Association, and NOT an initiative of the National Service Authority," the statement said.

NASPA explained that the Capacity Building Programme commenced in February 2026 following official communication from its headquarters through its established channels.

It noted that the programme forms part of the association's commitment to preparing service personnel for life after national service by offering practical training, career development and professional certification.

The association further stated that the deduction was not an unexplained charge but one that had been approved by the NASPA Council and communicated to personnel before it was implemented.

According to NASPA, the amount serves as an initial contribution towards the cost of training, coordination, facilitation, logistics, certification and the continued implementation of the programme nationwide.

The association also disclosed that the programme remains ongoing and that mop-up training sessions would be organised across all regions and districts to ensure that every service person benefits from the initiative.

While acknowledging concerns raised by some personnel over the deduction, NASPA maintained that such contributions are necessary to enable the association to fulfil its mandate of promoting the welfare and professional development of National Service Personnel.

It added that efforts are underway to secure alternative funding through donor support so that similar programmes can, in future, be financed without deductions from personnel's monthly allowances.

In the meantime, NASPA appealed to all National Service Personnel to cooperate with the association, assuring them that the initiative is intended to improve their employability, boost their confidence and better prepare them for the job market after completing their national service.
