EXPLAINER: What is the Mid-Year Fiscal Policy Review and why does it matter?

Every year, Ghanaians hear about the Finance Minister presenting the Mid-Year Fiscal Policy Review to Parliament. While the announcement often dominates headlines, many people are unsure what the review means and why it is important.

Simply put, the Mid-Year Fiscal Policy Review is a report card on Ghana’s economy and the implementation of the national budget during the first half of the year.

The review provides Parliament and the public with an update on how government has managed the country’s finances since the beginning of the year. It outlines how much revenue has been collected, how much has been spent, the progress made on government programmes, and the challenges encountered during the period.

It also highlights what government intends to do during the remaining six months of the year to keep the economy on track.

The review becomes particularly important when economic conditions change. For instance, if inflation rises faster than expected, revenue falls below projections, or spending increases due to unforeseen circumstances, government can use the review to adjust its plans and introduce measures to respond to the changing economic environment.

Unlike the annual budget, which sets out government’s financial plans for the entire year, the Mid-Year Fiscal Policy Review focuses on implementation. It assesses whether government is meeting the targets it set at the beginning of the year and identifies areas where adjustments may be needed.

Presenting the review is also a legal requirement under Ghana’s public financial management framework. The Finance Minister is required to present the Mid-Year Fiscal Policy Review to Parliament by the end of July every year.

The review promotes transparency and accountability by allowing Members of Parliament to assess government’s performance, question policy decisions, and scrutinise how public funds have been utilised.

For businesses and investors, the review provides insight into government’s economic direction and possible policy changes that could affect taxation, public spending, borrowing, and investment decisions.

For ordinary Ghanaians, it offers a clearer picture of the country’s economic situation and helps explain whether government is on course to achieve the objectives outlined in the national budget.

In essence, the Mid-Year Fiscal Policy Review serves as a financial health check for the economy, ensuring that Parliament and the public remain informed about the state of Ghana’s finances and the measures government intends to implement during the rest of the year.
